PARTICIPATION HEROES ARE OFF ON MISSION

About project

In a democratic society, every voice matters. However, sometimes it happens that the voice of the youth is quieter and not well heard. Civic education is an essential tool on the path to constructive and effective youth participation, and often municipal level is where their first participation experience is gained. Initially, the young person learns what civic participation entails and understands its importance, further strengthening their civic literacy and adopting participation as a daily routine. Later, the young person can use the acquired knowledge and develop their skills further by participating in and implementing civic activities at the national, European, and global levels. 

The project MUNICIPALITY16+ creates a significant foundation for developing youth civic participation skills, including by promoting awareness of the youth participation mechanisms in municipalities established by legislation (participatory budgeting, civic councils, collective submission) and encouraging their use.

The project is implemented by Transparency International Latvia (Delna) together with partners European Movement in Latvia, the Culture and Education Association – PiNA (Slovenia), and NVIAS (Czech Republic).

The project is implemented from September 1, 2023 to June 30, 2026. The aim of the project is to understand the mechanisms of youth civic participation in municipalities in Latvia, Slovenia, and the Czech Republic. The project develops a research-based tool – the civic participation TRAINER MUNICIPALITY 16+, which will help to build, develop, and strengthen youth civic participation skills and habits. Notably, the project is carried out through the cooperation of three countries, thereby promoting changes at the European level as well.

Design thinking workshop in the Czech Republic

Design thinking workshop in the Czech Republic. The project team and thirty young people, youth leaders, youth specialists and experts from Latvia, the Czech Republic and Slovenia met in the Pilsen to work on the content, structure and visualization of the simulation game TRAINER MUNICIPALITY 16+.

Focus groups in Latvia, Slovenia and the Czech Republic

Focus groups were organized in Latvia, Slovenia and the Czech Republic (two in each country) in order to research the knowledge, experience and attitudes of young people, youth workers, youth specialists and policy makers, as well as local governments in the field of youth civic participation. Around 60 participants took part in the focus groups in partnercountries.

Development of the simulation game "Civic Participation Trainer" begins in a design thinking workshop

Six focus groups organized in the project "Municipality16+"

PROJECT "MUNICIPALITY 16+" PARTNERS MEET IN RIGA

Transparency International Latvia (Delna) along with partners the European Movement Latvia (EML), the organization Nvias from Czech Republic, and PiNA from Slovenia, met in Riga (Latvia) in January 2024 to start work on the project MUNICIPALITY 16+.

Participation index

In Autumn 2024 we completed to develop a democracy and civic participation self-assessment tool for young people – the PARTICIPATION INDEX. The PARTICIPATION INDEX is a research-based digital self-assessment tool that allows every young person in the project partner countries in Latvia, Slovenia and the Czech Republic not only to determine the level of civic participation competence, but also to receive feedback and learn how to improve civic competence and literacy.

The newly created digital tool can also be used as a source of information on civic participation and a guide to learn about democracy and civic participation mechanisms. Along with the PARTICIPATION INDEX we developed a glossary and guidelines to youth workers. Both materials explain concepts related to young people's civic competence and literacy and reveal several civic participation mechanisms that every young person can use to express their opinion and position on issues that are important to them.

Trainer of Municipality 16+

Currently, work is underway on the development of the CIVIC PARTICIPATION TRAINER MUNICIPALITY 16+.  

The PARTICIPATION TRAINER MUNICIPALITY 16+ is a set of research-based educational materials for youth, youth workers, youth affairs specialists, and municipal employees responsible for civic participation. The PARTICIPATION TRAINER MUNICIPALITY 16+ includes:  

  • SIMULATION GAME – to enhance youth civic literacy, learn participation mechanisms, and increase awareness of the importance of participation. The game is designed so that any young person, regardless of their skills, knowledge of political and social processes, or previous participation experience, can actively participate in the game;   
  • ROADMAPS that explain the issues of youth civic participation and provide recommendations on how to use the simulation game and other materials developed in the project when working with youth.
